Also I agree with Helen that it's fine to ask for clarification even though it's an agency.

it's a purchase order for electric materials for a company. The column heading is"Qtà ORDACQ", which I translated as "Order Quantity". Underneath is the number of items ordered, followed by "Rda" and a numerical code. "Registro d'acquisti" seems to make more sense, though, but the codeis stilla mystery

Ritenuta d'acconto is usually abbreviated as R.A. So I am not sure that this is what Rda stands for.
Registro d'acquisti? Who knows.

I also thought it was that, but would it make sense in English to write Withholding Tax followed by a code, rather than an amount or a percentage?

Nel mondo aziendale da cui provengo, RDA era la richiesta interna di acquisto materiali o prestazione emessa da una unità aziendale richiedente. Se approvata dalla Direzione, l'ufficio approvvigionamenti, previa ricerca di mercato e trattativa, provvedeva alla emissione dell'ordine di acquisto/purchase order al fornitore prescelto. Esaustivo?
