I'm not sure Thanks.. but does it refer to land that is usable in theory (i.e. fertile, or irrigated, or whatever) or to land that is actually already being utilized?

I think it can mean both, as it gives both meanings and both terms with the same abbrev. are used,; presumably the meaning would be clear from the text, or defined before usiing the abbreviation in the rest of the text? Look on the web a bit.
