Full Dress -- Business Suits
'Full Dress' is so far the most compatible term to translate 'Jas Lengkap' for me, as it is the most formal attire for gentlemen. But regarding the context that it is for seminar, I'm kind of doubt it. If you want to go for the context, Business Suits would be the best term to use.
