This connotes children who are not receiving schooling at any age, and particularly not for any fault of their own. The emphasis is that school is not provided or available to them. Is slightly different to school dropout, which implies failure in examinations or leaving school to take up work to support the family, normally in the teens but possibly earlier. School dropout -- or child forced to abandon schooling -- clearly implies that school was available in the first place.
