This is the title of an official document.
The director-general of an institute has resigned. He should have filled his position for a longer period, therefore, in order to ensure the smooth going of this institute, the president of the organization has appointed a director-general for the rest of this period.
I would simply translate the title to "Appointment of Deputy Director-General" but I'm not sure whether it is righ or whether it should be more complex than that in English.

I think this would be a bit closer to the meaning of the Hungarian original. The appointed person (Acting Director General) is to assume the duties (feladatok helyettesítéssel történő ellátására) of the outgoing director general (főigazgató) but not actually being appointed as such.
