designated for housing / in a housing (or residential) zone

When something is άρτιο και οικοδομήσιμο then that means it is either a designated for housing or it is in a housing zone. Towns are set up (at least in the States) in zones where houses can be built (but you cannot have an office) and zones where housing and offices can be built.

Housing/residential are terms used interchangeably to denote such a zone.
