according to Große Muret Sanders a Kataster is an estate register. Could it be that they are referring to a register of glass which is suitable for food use or something along these lines? Just a wild guess - low confidence

Therefore the glass register would be one that keeps an inventory of glass to ensure that no glass splinters could get into food products if breakages occur
