Maintenance work may only be carried out by authorized qualified personnel.
In German "Service" in this context means "Wartung" or "maintenance" in English which includes all kind of work done to a machine or equipment to ensure its continuos and proper functioning, from cleaning to repairs.Langenscheidt and others give "qualified personnel" as translation for "Fachpersonal" though stylistically I would prefer the above suggested "service technician".Your call of course.

specialist staff
I think "staff" sounds a little bit more natural than "personnel".
