barrier/obstacle to speech (and learning)
I think that you need to combine the speech and learning aspects here and say 'barriers/obstacles to speech and learning'.

Speech Block or Aphasia
From a two volume German/English Dictionary of Psychology and Psychiatry, which is sometimes helpful in my work as indexer of German articles on trauma. In this case, I had to look up both words and did get the obvious speech block, which--depending on symptoms--can be an aphasia. Aphasia, though, has the German cognate, Aphasie, so the author chose not to use tht term. I'd stick with "Speech block"

On second thought, "Verbal Impairment" works nicely.
