This is from a manual giving tips on how to take professional photos.

This particular section describes how to take high-up shots and I believe that 'Steiger' is a piece of equipment which enables the camera to be raised so that high-up shots can be taken. I was thinking of translating this as 'jack' or 'platform' but would appreciate your opinions. Many thanks.

How professional is this supposed to be? In the film industry, for example, a "Steiger" is a "cherry picker", a nickname used for a hydraulic working platform. But it could also just mean some sort of scaffold.

I think they are referring to a platform that not only raises the camera, but the photographer as well. I've heard it called riser, but it's basically a hydraulic platform, so any of your translations would work as well. Different fields use different terms for the same thing, but I don't think there is a term for Steiger specific to photography.
