To be honest, I had been in this page and was even suprised that some other countries did not mention spitzenbegrenzung nor its equivalent translation. Now that you highlighted the relevant german passage, it is very much clear indeed that the values of Spitzenbegrenzung are the same as in MAK. Referring to your question:
This is a compiled list for pharmaceuticals and/or other types of chemical products from a (Sicherheitsblatt) Security Bulletin. They are yet merely a set of words rather than sentences. For this reason, I will unfortunately fail to give further information as I know as little as what I described above. Maybe I can dig more information out of the project until next monday...
