I noticed another question from a few days ago about 'nicht-winkelstabile platte', and the answer was given as non-fixed angle plate.
I'm working on an orthopedic textbook about osteosynthesis and the terms 'Winkelstabile Versorgung' and Winkelstabileplatte' came up many times. In all scientific articles and papers that I have found so far these terms has been translated as 'Locking plate' or 'Locking plate implantations'. I have also checked in articles from the AO and the actual plates are always called 'Locking plates' or when the the function of these plates is describes as follows ('eliciting angular stability'):
"It has been found, that compressive and deviatoric strains differently influence the mechano-biology of fracture healing. The rules governing the application of implants eliciting angular stability such as the LISS have been analyzed for normal and osteoporotic bone."

Winkelstabile versorgung, however, should then be translated as 'Angular stability' (angle stable care sounds awkward) or 'Locking plate implantations'?
And then the plates used in connection with angular stability would be 'locking plates'?
Here's an example from my text:
Wenn ausschließlich eine winkelstabile Versorgung in Erwägung gezogen wird, sollte bei Quer- und Schrägfrakturen operationstechnisch zuerst eine interfragmentäre Kompression hergestellt werden.
