Within a company brochure outlining salary sacrifice packages for car leasing, this deals with the change in employment regulations now allowing car leasing in connection with salary sacrifice/salary conversion.
Does this sentence point to "an opening up" of the framework agreement... or a "loophole"?

"Bisher hat Gewerkschaft X durch *Öffnung* des Manteltarifvertrages nur die Umwandlung von Arbeitslöhnen in Altersversorgung (VO 2004, max. 4.800 Euro/Jahr) ermöglicht. Nunmehr hat Gewerkschaft X auch einer weiteren Öffnung des MTV dahingehend zugestimmt, dass Sie Arbeitslohn in PKW-Leasing umwandeln können, allerdings ohne Festlegung einer max. Grenze der Umwandlung."
My translation:
"The union has up to now, thanks to a loophole in the framework agreement on general working and employment conditions, only allowed conversion of salaries into pension provision (VO 2004, max. EUR 4,800 per year). A further loophole in the framework agreement on general working and employment conditions has now ruled to the effect that you can convert salary into a car lease."
