They have to be indicated for certain goods where they are useful measures for the goods concerned. As you said, the problem is knowing what the official version of such forms is in the various languages - although at times the English version sounds as if it has been translated by a non-native speaker of English! ("Identity and nationality of active means of transport crossing the border" for example!)

: My thought, too. They might be selling stuff in boxes of 6 units. So, do you put in the unit qty. or the box qty.?

: This is a specific box in a standardized customs declaration (known as the Single Administrative Document). I have copies of it in both English and German.
