Supplementary units are units other than net mass, for example, litres, number of parts or square metres. They have to be indicated for certain goods where they are useful measures for the goods concerned. The appropriate supplementary unit is given, where relevant, against headings in the published version of the Combined Nomenclature. "

As you said, the problem is knowing what the official version of such forms is in the various languages - although at times the English version sounds as if it has been translated by a non-native speaker of English! ("Identity and nationality of active means of transport crossing the border" for example!)
