This might be the first of many questions on a long and convoluted text about social welfare. So far, I'm still struggling with the glossary!

Sozialberatung: (überwiegend) ambulante, niedrigschwellige Beratung zur Lösung sozialer Probleme im Kontext der Gemeinwesenarbeit oder in Form spezieller Dienste (bevorrechtete Schulderberatung, Erziehungsberatung).

Clearly, it's the word "bevorrechtet" that's the problem

Stop press: The text has a chapter on Social Profit, and the next chapter is entitled Gemeinn�tzigkeit. Public benefit organizations also gets lots of hits but I am now thoroughly confused.

Valeska, your answer is gold! And thanks Ian, I think counselling is the word to use. For your info, the thrust of "gemeinn�tzig" in this context (or at least in my text) is not so much non-profit as public benefit or "social profit". You'll find lots of hits for social profit organizations. Might be useful for some of you for the future.

Romain: Dictionary of Legal & Commercial Terms: bevorrechtigt = privileged, preferred, preferential. Could fit in this context, but I know nothing about social welfare, therefore I'm not sure.

agree Ian M-H (X) : You're absolutely right about certified and not-for-profit. In the UK this would now be called a "money advice centre". "Debt counselling" would be understood by a wider audience.
