Response to Philip: a \"cause of action\" (at least in English law)is \"the fact or combination of facts whch give rise to an action\" (Osborne\'s legal dictionary)and it also happens to be the translation suggested by Romain for the German term in question. However, the other suggested translations are just as valid.

the grounds (or bases) for legal actions.

An alternative, as there are alternatives IMO to "claims" for "Anspruch", and the topic is plainly malpractice actions.
