Die prozessualen Nebenentscheidungen beruhen auf den §§ 91 Abs. 1,92 Abs, 1,709 S,1ZPO. Danach haben die Kläger sowie dieBeklagte entsprechend ihrer Unterliegensquote die Kosten des Rechtsstreits zu tragen.

Does this perhaps mean "rates they are subject to"? It doesn't sound very likely but is the only guess I can come up with.

No, this is about a single lawsuit/litigation The parties to the proceedings (plaintiff vs. defendant) shall bear the cost of litigation on a prorated basis according to whether they prevailed or were defeated in the proceedings/lawsuit.
