Sorry about the atrocious typos and incomplete info;
what it means in German is that both parties will be given legal aid (free legal services) for their portion of the costs
§ 133 ZPO (Schweiz) says that the will have to pay these costs (back to the state) if their financial conditions change due to the decision within 10 yrs. of its effective date
legal aid is the US term for free legal services, but it's not clar which word(s) caused your problem
