I agree with Maya's observation that Behinderung doesn't mean inability (Unmöglichkeit), but describes basically a delay in performance.
I googled for obstructions of delivery and got quite a few hits from native sites, e.g.

Behinderung in this case not not mean the good cannot be delivered, but they are delayed. That is the way I read it.
