describes circumstance not represented by supplier that prevent delivery of goods...

I agree with Maya's observation that Behinderung doesn't mean inability (Unmöglichkeit), but describes basically a delay in performance.

I googled for obstructions of delivery and got quite a few hits from native sites, e.g.
"at the Purchaser's own company unless otherwise agreed. 6. Obstruction of Delivery
War, strikes, lockouts, shortages of raw materials or energy supplies ..."

Admittedly, some of the sites refer to other topics ...

delays in delivery - delivery delays

Behinderung in this case not not mean the good cannot be delivered, but they are delayed. That is the way I read it.
Obstructions to delivery, the goods are held up for reasons independent of the supplier.
