Im Brandfall gibt Tank Foam den Schwerschaum von oben auf die brennende Flüssigkeitsoberfläche auf. Die Verteilung des Löschschaumes erfolgt von der Tankinnenwand aus. Der Schaum verdrängt die Flammen und schützt die bereits gelöschte Fläche vor einer Rückzündung.

: Apply ja, administer definitiv nein. Hier geht es doch nicht um die Versorgung von Brandwunden (wie dein erster Link vermuten lässt), sondern um das Löschen eines Brandes!

It really depends on how much power is used to dispense the foam. I've typically thought that these kinds of devices would spray it, but that might be interpreting too far, since that would be "spruehen".

: Dispensers simply churn out the foam. In the given case, the foam is directed/applied to a specific location (the burning surface).
