This is from a website by an agency that promotes green IT projects. I need a translation for the terms "Breiten- und Spitzenförderung" in the following context:

Spitzenförderung: Unterstützung für innovative Leuchtturmprojekte
Das Bundesumweltministerium fördert Projekte im großtechnischen Maßstab, die das Ziel haben, Umweltbelastungen zu vermeiden oder zu verringern.

Breitenförderung: mit einfachen Maßnahmen eine große Wirkung erzielen
Das Energieeffizienzprogramm fördert die Finanzierung von Umweltschutzmaßnahmen von großen Unternehmen sowie Energieeffizienzmaßnahmen von KMU und KU zu einem günstigen Zinssatz.

So far I have "funding of innovative projects/measures" and "funding of general (environmental) projects/measures". Any other ideas would be greatly appreciated.

I think "beacon" fits the bill better than "elite". Like "primary" and "secondary" funding, it makes it sound as if one is better/more important than the other, and I don't think that distinction is right here.

Perhaps the clue is in 'Leuchtturmprojekte' => 'beacon projects' projects that stand out as particularly significant and important.

In which case the words ... 'elite' and 'recreational' occur to me but not sure they fit.

Maybe it helps ... ... to know that these terms are originally from the sports world, where they have been used first (AFAIK) for state funding measures, and I believe they in turn were derived from the terms "Spitzensport", "Breitensport".
