A qualification, as you say: Licentatus (or licentiata) rerum politicarum - first degree in political science (but also used in other disciplines, e.g. Wirtschaftswissenschaften, social science) and, as usual, I'd advise against translating it.

agree Nesrin : Translated as "Licentiate in political science" here www.sbbconsulting.ch/scg/e/mitglieder_laderach.htm.

"Licentiate" may well be a 'safe' translation, given that the degree "licentiate" doesn't (to my knowledge) exist in the English-speaking world. So this may be an exception to the usual rule of caution. Thanks!
