The context is financial institutions that have to report their business activities with securities to the BaFin. The "meldepflichtige Institutionen" I have translated by reporting institutions...

With this program a user can check if his acitivites are "meldepflichtig" or not...

This "-pflicht" suffix is one of the translator's nightmares. I guess you may need to use a form of words like this.
