It could be either, certainly "lodging" sounds more legal, it also sounds to me as if you are expecting to escalate things from there by recourse to the courts rather than get the goods replaced. What do other people think?

Lodging a complaint? making a complaint is feasible suggestion, however, since it is more going into the direction of a legal translation, I wonder if it wouldn't sound better if I said "the period for lodging a complaint"....
