hard coal mining at a constant level

"Sockelbergbau" (Sockel = level) is a term coined in the recent German political discussion as to whether subsidizing should keep hard coal mining alive at a certain level or if politics should decide on tapering off production ("Auslaufbergbau": Auslauf = tapering off).
I don't see any alternatives to paraphrasing - or are there any suggestions?
Peer comment(s):

agree Terry Gilman : agree, with explanation and need to paraphrase. And thanks for supplying the antonym.
