I don't think it's as simple as "train pairs". I think it's some sort of Eisenbahnbegriff. Any takers?

Die Gesamtreisezeit eines Güterzuges zwischen Ballamengi und Calloi beträgt zwischen 17 und 21 Stunden. Die Fahrzeit beträgt dabei ca. 15,5 Stunden und die Aufenthaltszeit schwankt zwischen 1,5 und 5,5 Stunden. Diese Güterzüge erreichen eine mittlere Fahrgeschwindigkeit von ca. 72 km/h. Hierbei sind dreizehn *Lokomotivpaare* in einem zweitägigen Umlauf notwendig. Zusätzlich werden noch sechs Nachschiebelokomotiven benötigt.

is how the expressions translate, and they mean (one) train each way with the plural meaning number of trains each way (per day, normally - certainly in most countries, these numbers would be the same - that is, London to Edinburgh 14 trains each way per day = 14 "Zugpaare"), and pairs of locomotives, i.e., two locomotives, coupled, as we see from the context they are going to double-head most of the freight trains (use two locomotives).

it IS railway jargon

Really heavy trains need to be hauled by several locomotives. The header at the front, some in the middle of the train consist and often others at the end (bankers)
