In a software context,
einpflegen = enter (or gather, capture, acquire) data
Vorpflegen is apparently a neologism; I found only **one** website that uses the term -- the very site you seem to be translating.
If you use "capture" for einpflegen, you might use "pre-capture" for vorpflegen. The term "pre-capture" is used in conjunction with security software, cf. www.bensoftware.com/ss/overview.html, and also digital photography.
Or maybe vorpflegen could be translated as "set up" or "prepare", in the sense that the user sets up certain data types which are then be entered into the database (and, judging from the information on the website, can be used for planning purposes).
