German to English Tech/Engineering Computers: Hardware Data storage
Context:

"Permanentspeicher auf Festplattenbasis"

It seems almost like a tautology, but does this simply mean non-volatile memory using hard disks, or is it something subtly different?

Precisely As is shown in the PDF I linked to below, a "Silent Cube" is basically a box of hard drives, a quadruply redundant RAID system. Of course, the more state of the art (and even more pricey) solution would be solid state drives, but they will surely be the next step.
You're right, Steven. I know it should really be "non-volatile", but if that's what the manufacturer claims...

Well, there are others ..... I understand this to mean using hard disks instead of the other technologies available such as CDs, thumb drives, old floppies, magnetic or paper tape, IBM cards .... I could go on, but you get the idea.

odd claim--hard drives aren't "permanent," strictly speaking, but if that's their thing, so be it...

Can you provide even more context, please? What type of device is using this? A PC? A mobile? A DVR? I suspect it's a so called hybrid hard drive--solid state memory used to buffer a more typical hard drive, but hard to tell without knowing where it's used

Thanks. In this instance it is specifically about the Silent Cubes, which are used as third-party hardware by my client, so it is definitely "Permanent hard disk memory" as mentioned in the discussion above.
