This is an interesting issue, the correct abbreviation for Verordnung is NOW - since a few years - V, not VO.
(source: personal telephone contact with an officer of the German Bundesjustizministerium - This woman from the "Normenabteilung" told me that VO is old, V for Verordnung is new.)

Allgemein als Abk. ist das sicher richtig, VO allein mag es geben, aber hier sind wir bei bundesdeutschen Verordnungen, das sind alles "drangehängte" Verordnungen, also "V". (anderes Beispiel DiätV, hieß früher DiätVO; kann man beliebig fortsetzen...)

right, and see also today's other question "StVO" - Straßenverkehrsordnung - this could also be confounded.
