one-year waiting period
This is the term provided by the Großer Eichborn and Schäfer Hyperbook Wirtschaftsenglisch; Dietl-Lorenz speaks of a "twelve month ban; restrictive year"

qualifying year
Well, this really is a guess.
Hamblock & Wessels has the term Sperrfrist as:
qualifying/blocking/holding period
(vers.) Waiting period
(Wertpapiere) immobilisation period, period of non-negoitation
period of embargo
Obviously not very helpful directly but this might give you a clue or direction for your research.
