Die Musterbau-kosten für die Musterteile wurden bereits in den Musterkosten berücksichtigt.
The text is a letter asking someone to detail the development costs for a project. Unfortunately I don't know what the project involves which makes translating Muster very difficult. E-Kosten are also mentioned and I am not sure whether the E stands for Entwicklung or whether they are costs connected to e-commerce.

Prototype is applicable whenever a project built and will later be manufactured, developed, etc.
"Prototype construction costs for the prototype components are included in the prototype budget." Or, it is still clear if you skip some of their words, "Construction costs for prototype components are included in the prototype cost estimate."

The costs for development of sample parts were included already in the costs allocated to samples.
I think E-Kosten probably does stand for Entwicklungskosten and was a way to avoid having to use the same word again (Musterbau).

You may want to also consider a couple of alternate translations for "Muster", namely, "demo" and "model".
Or, you can condense this sort of like this: "The cost of building the parts was included in the overall costs." or "The labor costs for the parts was included"

Dear Julie,

I agree with "prototype" because Muster can also mean a pattern. The prototype is built to be used as a pattern for future production.
