Maybe my brain is worn out, but I can't quite figure out what par excès means in the following context:

Si la consommation (de carburant) théorique strictement nécessaire est égale à 1, la marge de sécurité = 0,30, donc la quantité totale de carburant = 1,30. La consommation théorique sera de 100/1,30 =77 litres par excès. Marge de sécurité = 23 litres.
