Looks to me as if you've answered your own question then, if you use a condensed version of it! (Your explanation here is much better worded IMO than your 1st suggestion above w/ Manage...)

under this title, they show the procedures a user ( of software )can follow to process the candidates who apply on line from the student portal, and how they are preselected or rejected by the school administration, and how companies can see their files on their portal.
