is the preferred term of a client of mine.
"Basic rent" would be another alterntive.
It means the rent "as advertised" - not including any building management fees, taxes, and other stuff that increases the amount that the tenant actually ends up paying.

Le loyer facial qui sert de référence et qui est celui généralement communiqué ne correspond pas toujours au loyer réel. En effet, il n'est pas rare que des arrangements négociés entre locataire et propriétaire, fassent baisser le loyer du moins temporairement.

Ainsi par exemple :

Le locataire prend parfois en charge une partie des travaux de rénovation en échange d'une franchise de loyer pendant une certaine durée ou d'un loyer réduit;

Si l'immeuble fait l'objet de travaux (ravalement, installation d'un ascenseur…) le loyer peut aussi être réduit durant la période de ces travaux.
