I was going to say that France has a system of government-initiated recognition of natural disasters (arrêté implies government action) which other countries don't have, so it might not be immediately obvious what is meant, but it appears that some countries have similar systems (even if the mechanisms are not the same), and there is also reference below to a "presidential disaster declaration" in the USA.

This is how I'd translate it. I would verbalize this in English instead of nominalizing it, as the French does.
