The paper I am translating draws a distinction between the following contractual arrangements between industry operators and the country's government:

An English-language paper on Mali gives that expression in French, untranslated:

Mimi and Alain, "convention" is used to refer to international treaties, rather than private-law "agreements", which is more the type of instrument we are dealing with here, between oil-industry operators and the governments whose countries they operate in.
