i would not translate it that way but it is a correct translation...that's what it means..

the French is in fact faulty ...

because regularisation means being compliant with....

disagree Allan Jeffs : This is nothing more than contrived rhetoric Jane. The foreigner wants to comply and is not allowed to???? So, it's a handicap having a short-term visa. You definitely won't get a resident permit then. Rubbish.
