If you are addressing a minister (presumably in government), you would just call him Minister.
Talking about him to a third party you would refer to him as the Minister.

the Honorable first name last name, Minister of XXXXX
This is used in Canada, and I presume but am not certain, perhaps in the U.K. as well. It is used to refer to the Minister in the third person rather than to address the individual. Sometimes Right is placed before Honorable. This might help render the formality of Monsieur le Ministre
