double-droits

In a contract granting broadcasting rights for programme to a tv channel.
"Les frais d'enregistrement, droits, double-droits et amendes, seront, s'il y a lieu, à la charge de la partie qui requerra l'enregistrement."
I would normally translate "droits" as fees here, but what are "double-droits"??

neutral philgoddard : This may be right, but I'm not sure. If you Google double-droits, it's sometimes listed (particularly on Belgian and Moroccan sites) as apparently synonymous with "amende" or "penalité".
