Why
Agree with Nancy as above, given the definition below of a "tourbillon".
IOW, as far as I can make out, there is no need for a sweep (or any other kind of) second hand since part of the mechanism is rotating 360° every minute in any case - or rather, in its own (watch)case - so all that is required is a pointer on the rotating part and numbers (graduations) on the outer ring.

Device invented in 1801 by A. L. Breguet. This function equalizes position errors due to changing positions of a watch and related effects of gravity. Balance, balance spring and escapement are housed inside a carriage (s.), also called a cage, rotating by one revolution per minute, thus compensating for all the possible errors over 360
