"L’indication de la petite seconde est donnée par la rotation de la cage du tourbillon, celle-ci effectuant une révolution complète en 60 secondes et indiquée sur le disque extérieur gradué."

This is from a set of press releases about a series of upmarket watches. I'm not sure how to translate "disque extérieur gradué" here and would appreciate any suggestions.

Why

Agree with Nancy as above, given the definition below of a "tourbillon".

IOW, as far as I can make out, there is no need for a sweep (or any other kind of) second hand since part of the mechanism is rotating 360° every minute in any case - or rather, in its own (watch)case - so all that is required is a pointer on the rotating part and numbers (graduations) on the outer ring.

TOURBILLON
Device invented in 1801 by A. L. Breguet. This function equalizes position errors due to changing positions of a watch and related effects of gravity. Balance, balance spring and escapement are housed inside a carriage (s.), also called a cage, rotating by one revolution per minute, thus compensating for all the possible errors over 360
