I believe you'll find it refers to the structure of the building in which the plant is installed --- "civil engineering" in the broadest sense!
I've come across this a few times, and as far as I was ever able to tell from the context, it just seems to mean "anything that's basically in concrete..."!

Of course, as Gzregorz so rightly says, the word \'building\' in my suggestion is almost certainly redundant...
I've come across this a few times, and as far as I was ever able to tell from the context, it just seems to mean "anything that's basically in concrete..."!

Civil works, as opposed to electricals, plumbing, and, to some extent, in context, (minor) structural steelwork, etc. As Dusty says, it often refers above all (but not exclusively) to concrete
