I suppose the 'arrêt' also applies to any accessory devices that may also be driven from the engine.

Well, it does really, inasmuch as you couldn't bring it down to a normal speed if you turned it off altogether, could you? And I assume the accessory functions (brushes, suction, etc.) would place quite an aditional load on the engine.
Presumably the idea is to let it idle so the fan continues to work and thus cool the engine down. For this kind of slow-moving vehicle, I imagine that the air speed cause by the vehicle motion is not taken into account in the aeraulic design.

Note from asker:
Thanks Tony. And I note that later in the document there occurs:"Désactivez tout le circuit de travail et ramenez le régime moteur au minimum en laissant tourner le moteur au ralenti." (Though of course this does not necessarily corroborate). |

: tourner le moteur (the engine is turning over) + à l'arrêt (the vehicle or "thing" it drives is not actually moving). For a car this would be idling, in neutral.

: it's hard to idle with the vehicle moving I'd have thought. Unless one forgets the handbrake......

Thanks, W/A! Well, it is of course possible to let the engine idle and simply coast in neutral... but I'm sure that's not what they mean here ;-)

: "til it stops" would be 'jusqu'a l'arret'; with 'a' the two things are happening simultaneously motor running + car stopped
