An échenillOIr is a branch cutter on a pole, usually with a pulley system to increase the force on the cutter blade, operated by pulling a long string.

Echenilloir: Pour tailler les branches hautes et hors d'atteinte sans utiliser d'échelle. L'outil de coupe est fixée au sommet d'un long manche qui peut être télescopique et s'actionne par un bras de levier et une corde. Les coupe-branches multifonctions Fiskars s'apparentent à ce type d'outils en plus pratique.

They usually have a hook shaped "anvil" or counterblade (this would determine the diameter, i.e. the maximum diameter of branches it is designed to cut) which one hooks over the branch, having first opened the blade. Pulling the cord closes the blade and cuts the branch clean through.

Other varieties are more like hedge clippers or secateurs on poles. I don't know that échenilloir is really the right word for them.

So called because they were used to remove the ends - the tender leaves - of branches invested with caterpillars.

Well now that we – I, at least – know, thanks to Ségolène, more than was made immediately obvious in the question, we can really start jiving ... I'm afraid when I see "Mechanics/Mechanical engineering" I think first and foremost of machines making clunky steel things like "échenilloirs", not printers .... or, more specifically, label printers, it would seem, unless I'm wrong again.
