This is in the "Expédition" paragraph of a specification for safety valves (to supply and install them) for use in a gas pipeline, and issued by an Algerian company.
"Pour faciliter les opérations de montage sur site, les pièces de rechange seront colisées en regroupant toutes les pièces correspondantes à un ensemble fonctionnel. chaque colis inclura les références des types du *matériel d'affectation* des pièces." (Spelling & punctuation are as I have written here, except that I have added the "*".)
Does it simply mean that each package shall state which "ensemble fonctionnel" (I'll call this a "functional subsystem" or perhaps "functional assembly") its contents belong to? Maybe "types du matériel d'affectation" is the unit of meaning that requires translation.

Yes, I think your own interpretation is right: the reference numbers for the types of equipment to which the parts are 'affecté' — i.e. that these parts are for. I'm sure you can find a neater way of phrasing it in EN, of course, but I do believe that is the right meaning.
