The only logical solution I can think of is "amount of cards unsold". Sorry but "non-use rate" wouls only sound appropriate for customers. The fact that it's "servi" and not "unsold" doesn't surprise me in the slightest with French jargon.

Maybe it means "non-use" in the sense of the amount of cards that are provided by the card manufacturer to the shop but that the shop doesn't sell, along the lines of stock that isn't used...

Could be "non-use" if the statistics are based on what people actually do with the cards once they've bought them. I was thinking more in terms of retail outlets.
