Is this referring to the allegations? Or is it a set phrase? I looked in various dictionaries but couldn't make much sense of it...

I am no lawyer but as a French native speaker I feel it refers to the allegations.
Larousse donne pour les siens: one's relatives, parents, children, friends, compatriots
Les siens propres would imply family in my opinion
