law concerning quality of construction equipment
This is in an article of a law in New Caledonia imposing safety standards for ropes and chains used in construction work. Thus, it does not seem to have the conventional French meaning of "taxpayers" or "persons liable" for Social Security or TVA payments. "Liable persons" does not seem quite right. Would "responsible idividuals" make sense here, or is there a widely used alternative?
Here is the sentence in question:
"Lorsqh'il est procédé au changement de chaînes, câbles, ou cordages. . . les assujettis doivent être en état de présenter à l'Inspecteur du Travail une attestation établie avant la mise en service de l'élément de remplacement. . . . " Then, further on, "L'assujeti sera dispensé de la production de cette attestation si, . . . ."
Here is the sentence in question:

here assujettis means people or in the middle ages subjects.New Caledonian Law is the same as in France for it is directly administed from Paris despite its growing independance, so treat it as if it were French law, by the way its an extraordinary island.

I cannot get into Eur-lex; assujeti means the people affected by the regulations/directives/law and I was going to see how they translate it into English there. Liable implies liability, but is it really a question of liability here?

I'll add that "governed" doesn't just apply in labour law, "to subject" is pejorative, "covered" is for a (labour) decree, and "subjected" implies restraints or some other not-so-nice thing.
