Further to Peter's Agree and comment, the addition of the word "official" would clarify things. Of course not any old Tom, Dick or Harry can go around placing seals on things!

Thanks Peter. I love that dictionary, even if it is a little old-fashioned. It's a pity it's out of print. / It's probably considered a rare book now, and goes for quite a few bob second-hand on Amazon, in decent condition presumably.
