I couldn't actually open your link, but I found the decree on the page below.

It begins:
LE PRESIDENT DE LA TRANSITION
PRÉSIDENT DU FASO
PRESIDENT DU CONSEIL DES MINISTRES

Burkina Faso had a transitional government until last September, when there was a coup.

Having said all this, since PRES-TRANS is part of a reference number, you should arguably leave it as it stands. But if you want to spell it out in full, this is what it means.
