Le style administratif... est parfois "légèrement" verbeux (pour utiliser un euphémisme), mais il ne manque rien dans la phrase. For what it's worth I think the French is poorly expressed, or something is missing..

It seems to be about an application for a review of a court order (dépot de requete)..

It's not really possible to translate just the short section you've posted, but the whole sentence means "Pursuant to the order of 3 October 2012 upholding the petition to begin guardianship procedures concerning..." I assume this is followed by the child's name.

It does take a lot of words to say something fairly simple, and I think the comma is inthe wrong place."Déclarant régulièrement introduite" literally means "declaring to have been validly submitted".
